President & CEO - Michael G. Severns
Mike Severns was elected President and CEO of MSEC effective July 1, 2002. Only the fifth president in MSEC's 75-year history, he joined the company in 1979 after finishing law school. From 1996 through 2002, Mike was Vice President of MSEC having responsibility for labor and employment law attorneys, information technology, and the first regional office. Mike began his career with the Council as an attorney in the Labor Relations Department, then moved on to become Director of that department in 1989. Mike has contributed time and energy to the community through various organizations. He currently serves on the Board of Directors of the Boy Scouts of America Denver Area Council, Christian Living Communities, Samaritan Institute, and Workers Compensation Coalition, as well as serving as an ex-officio Board member of the Colorado Judicial Institute. He is also a member of the Colorado Ethics in Business Alliance Leadership Council. He is serving now as the Vice President of Membership for the Denver Area Council, BSA. He is a current board member and a past chair of the Employers Associations of America, the national trade association for employer councils around the country. He is a member of the Colorado and Denver Bar Associations and Colorado Concern.
Executive Vice President - Deborah Dale Brackney
Deborah oversees four MSEC Departments: HR Services, Organizational Development and Learning, Outsourced consulting Services, and Surveys. Deborah began working at the Council in 1988. She was promoted to Director of the Management Development Department in 1996, the Outsourced Consulting Services Department in 2002, and the Membership Development Department in 2004. Before coming to MSEC, Deborah worked with associations on legislative analysis and the development and design of training for state and federal agencies. Deborah has a BA and MA from the University of Colorado and is a SPHR and a SHRM-SPC. She serves on the boards of Senior’s Resource Center, the Denver Office of Strategic Partnerships the New America Schools and the Carson J. Spencer Foundation. She is an affiliate faculty member at Metro State University of Denver.
Vice President of Regional Offices - William L. Smith, Jr.
Bill Smith has served as Vice President of the Regional Offices and geographic expansion since 2006. He was instrumental in opening the first MSEC Regional office in Colorado Springs in 2000 and since then has overseen the creation of the Northern Regional Office in Fort Collins in 2007 and the opening of the Arizona Regional Office in 2009. MSEC’s Regional Staff are assigned members in Arizona, Wyoming, New Mexico, Nebraska, Northern Colorado, Southern Colorado and Southern California. As our members are expanding and growing into different regions of the Western States, so is MSEC’s support. Following his role as the Regional Director in Colorado Springs, Bill managed the Membership Development Department from 2006 – 2009. Bill began his career at MSEC as an Employment Law Services attorney in 1994, later moving to the Labor Relations Department in 1996 to assist members with union matters, including collective bargaining, grievances and union avoidance. Prior to working for MSEC, Bill worked in the Employee Relations department at Mississippi Power Company, a subsidiary of the Southern Company. He received his law degree from Mississippi College, his MBA from William Carey College, and his undergraduate degree from Jacksonville State University. He is currently an active member of the Colorado and Arizona Bar Associations.
Utah President - Monica Whalen
Monica Whalen serves as the Utah President of MSEC upon its merger with Employers Council in 2015. She joined the Utah Employers Council in 1994 as an employment law attorney. She was elected President and CEO in 2002. For over twenty years, she has helped employers find practical ways to efficiently run their business while complying with an ever-increasing number of federal and state employment laws. Her passion is to help employers resolve workplace problems and employee complaints in ways that minimize potential legal liability. A Montana native, Monica began her professional career as a rural high school English teacher and then worked for several years as an attorney at prominent Salt Lake City law firms. She earned a B.A. from Montana State University and a Juris Doctorate Degree from the University of Washington School of Law. She is a current member (and a previous board member) of the Employers Association of America, the national trade association for employers across the country. She currently serves on the Board of Directors for the Ronald McDonald House Charities of the Intermountain Area and was recognized as one of Utah’s 30 Women to Watch by Utah Business Magazine in 2015. She is a member of the Utah State Bar.
Vice President & Corporate Secretary - Kimberley S. Koy
Kimberley (Kim) is Vice President of Mountain States Employers Council, Inc., a comprehensive resource for employers in the areas of employment and labor law, human resources, surveys and training. Kim joined MSEC in 2000. From 2000 – 2005, Kim worked with MSEC members in employment law related matters. From 2005 -2014, Kim was the Director of the Southern Regional Office of MSEC concentrating on business and member development in southern Colorado. Prior to MSEC, Kim worked in employment and insurance defense for Burg & Eldredge, P.C. in Inverness, Colorado and completed a clerkship with Denver District Court. She has a Bachelor’s degree in Political Science with a minor in English from Washington State University and a Juris Doctorate from University of Denver, College of Law. Kim oversees the legal departments at MSEC: Employment Law Services, Labor Relations, Specialized Legal Services and both the Northern Regional Office in Fort Collins, Colorado and the Southern Regional Office in Colorado Springs, Colorado.
Kim currently serves on the Certification Committee for the National Strength and Conditioning Association, served as a Board of Director for Rocky Mountain Health Care Services for six years, is a graduate of Leadership Pikes Peak class of 2004, and was recognized as a Woman of Influence by the Colorado Springs Business Journal in 2008.
Chief Financial Officer - Julie A. McLaughlin, CPA
Julie McLaughlin serves as Chief Financial Officer for Mountain States Employers Council, having joined the MSEC team in 2005. Julie has 20 years’ experience in providing financial accounting services including budgeting, payroll, insurance, auditing, forecasting, and reporting. Julie’s responsibilities extend to many areas of MSEC operations, but her primary role is to manage and direct all activities and policies related to financial accounting, business processes, budgeting, income tax, retirement plans, insurance, financial analysis and reporting. McLaughlin graduated from Mankato State University with a Bachelor of Science degree in Accounting and is a CPA. Prior to MSEC, Julie was the Controller for Fresh Produce Retail, Inc., a 12 store multi-state retail clothing company headquartered in Boulder, Colorado. Julie has also worked for local and national CPA firms performing financial statement audits for a variety of industries including not-for-profits, construction, manufacturing, government, retail, and employee benefit plans. Julie has served on the board of Partners Mentoring Youth, a one-to-one youth mentoring program for at-risk youth in Boulder, Broomfield and Southwest Weld Counties. Julie is a member of the Colorado Society of Certified Public Accountants.
